Bahahaha... oh man that was awesome. Thanks for sharing that, it totally brightened my day. The Emperor's voice kinda reminded me of one of the voices from Family Guy.
I've seen that before, but it was at least a year ago and totally worth watching again. HILARIOUS!
Matt -- One of the "Family Guy" voice guys is indeed involved in these 'Robot Chicken' videos. So it was likely him or else he brought in one of his Family Guy associates to do the emporer job.
