I read about a couple in CA who got a new phone number about a year ago which belonged to a person who didn't believe in paying their bills. They're being mercilessly harassed by bill collectors and it doesn't seem to matter that they aren't the people in question. Be thankful yours is just an occasional envelope and not daily phone calls.
